sum does not provide for the erection of the Plant at Hong Kong after arrival there, as I gather from your letter the amount desired is to cover first cost, freight, and insurance only.
In the foregoing Estimate provision has been made for the use of new appliances of the most modern types, steam power being adopted wherever practicable. By employing to a greater extent local labour the expenditure in plant would be reduced, although the ultimate cost of the works would probably be greater and the time required for their execution would certainly be prolonged.
The Surveyor General, in his Report dated 9th January states that "hitherto the very extensive Sea or Praya Walls for "reclamation purposes, have been carried out by Chinese Contractors, working after Chinese methods, almost without the aid "of European plant and machinery."
The cost of the Portland Cement required for the Works including freight and insurance would be about £28,000.
